Spearheaded by the Board of Peace under the guidance of US President Donald Trump, this pilot aims to offer temporary housing solutions for thousands of displaced Palestinians. The plan incorporates a Palestinian civilian administration, a police force trained locally, and an international stabilization force. However, officials have indicated that the project’s operational commencement is unlikely before the close of 2026.
Preparatory efforts have been limited thus far. Logistical infrastructure development is underway near the Kerem Shalom crossing, yet the construction of the pilot camp itself has not begun. The project’s progression is contingent upon a variety of political and security factors, including the outcomes of Israel’s elections scheduled for later this year, which could significantly influence its future.
Challenges to the plan’s advancement include ongoing conflicts, restrictions on humanitarian access, and disputes over reconstruction and security protocols, as well as the prospective governance of Gaza. These issues have collectively contributed to delays in the project’s timeline.
Despite these hurdles, diplomatic efforts persist in securing the necessary funding, establishing an international security force, and negotiating agreements to ensure humanitarian access and long-term stability in the region.
